Rhonda Gokey of Lodi, Calif., on suing the city for $4,800 because a city dump truck backed into her car. Her husband Curtis' suit over the same incident was for less, $3,600, and a judge dismissed it. The reason: Curtis, a city worker, was the driver of the dump truck.
