Unanswered questions surround the case. Did the Bush administration not know Ms. Gao was under investigation by American authorities when she was being held in China? What was the real reason Chinese security detained her-was it part of a ruse to use her as a double agent, or were the chips she had delivered earlier faulty, possibly part of a U.S. intelligence scheme? Ms. Gao denied she was an agent or double agent "for any government."

Neither Ms. Gao nor her attorney, Mark Hulkower, returned WORLD's calls seeking comment.
